This does seem interesting, but you will still need to ration out graphics, events, blocks/tiles, etc. between participants. Think about it: what if two different participants use two different CGFX, but they replace the same graphic? What if, when combined, the number of events created exceeds the pre-programmed event cap?
These are things you should consider when making collaborations like this. Here's some examples of limitations you could use:
(Level Start + P-Switch Start + P-Switch End + ~97 custom events)/20 = 5 events per person
16384/20 = ~819 blocks/tiles per person
That's all I could think of off the top of my head. Plus these don't include your own section, so you may need to rethink them a bit.
