I have a suggestion for the torches. Rather than checking for a hardcoded list of IDs for NPCs that activate and deactivate them, you should check for the "ishot" / "iscold" NPC properties like was done with the fire and ice blocks.

This new fix doesn't require the dummy images anymore, am I right? That is correct. It seems to adjust to the wavy effect of underwater fine, but it renders over the ocean spray shadow. Not to mention the Lava Lotus spores going behind it, but that at least can be worked around in level design. Unf...

Did you follow the instructions on the wiki page for creating an animated BGO? Those instructions must be followed for any animated BGO, regardless of whether it is over an animated one or not.

The replacement to bgofix isn't publicly available yet, so you'll still have to use bgofix.

Are you trying to replace an existing animated BGO, or make a non-animated one become animated?

In the OP, I did mention "a bunch of new NPCs" being added. There are are around 20 new ones, and 5 improved versions of older ones.

I found another error.If you attach some npc to lineguide,then attach something to that npc,attached npc,block,or background will not follow npc on lineguide. I just made a patch to fix this I love this, but it sucks that the background tiles seem to interfere with the line guides, because anything...

This isn't working with PNGs. For some reason, half of the tiles in the combined image are empty.
EDIT: looking at it quickly, it seems that the program doesn't agree with images with a bit depth of 24
