There is still plenty of time (2 weeks) left until the deadline.
But if you want to be a judge, make sure you can and will put enough time into judging, as rushed reviews are not likely to be picked.

Yes. However, SMBX contest is bond to have low efficiency that it takes 2-3 months to make a level and 1-2 months for judging.
