I believe the idea would be to limit them to a specific area? Could probably be accomplished with layers already.
Ideas are useless if you can't make them real.

When a player is riding a Yoshi with a shell in its mouth and they cross a Mount Filter Block, although the player is dismounted, they take on the characteristics as if they were still riding that Yoshi.

In the following example image, I use a Blue Yoshi that has swallowed a Red Shell. When crossing the blocks, Mario can still fly and when taking damage (or in this case, dying) will spit out the contents that was in the Yoshi's mouth (in this case, the Red Shell is spat out as fireballs).

Also, you'll keep the blue shoe's flight through this.

Given the history of patches coming out every 3-5 months and the last one is dated for January is it safe to assume the next one will be out by July?

I don't see anything saying anything released in January 2021. I think you may have misread the January 2020 (the release of the first version of Beta 4). Also patches don't release on a schedule. Patch 3 released in August 2020, with a hotfix in September, while patch 4 released April 2021, 8 months later. Patches come out when they are ready, similar to releases of entire new versions, and patch 4 in particular was tied to the release of the MaGLX3 episode.

Red Beezo Spawners. (Granted you would have to make the Red Beezo npc to go with it)

Basically it would spawn whichever npc you chose at a random point at the top of your screen. (Red Beezos would immediately swoop to your y-coordinate)

Progress on new NPC'S here and in 2.0 has been very little or slow as of lately. Everyone seems to be busy with other stuff but good idea anyways.

A hotfix to SMBX2b4 patch 4 has now been released.

The download is at the usual download place
and the list of changes is here.

Many of the fixes in this came up in connection with MaGLX3.

(I personally didn't quite get all the changes I originally hoped to in this hotfix, but will likely be a "hotfix 2" a bit down the line for some things I couldn't quite get around to by the time this needed to go out)

This can only happen if the hub level has been modified to remove certain NPCs, I believe.

That stuck in pause menu did not got fixed yet, when you play a level where mario is alway running right or holding down, (Like level 2-3 and 2-4 of SMB remix), you can press pause but you get stuck in the pause menu and you have to close the game and restart it.

Oh, I though it was mostly SMBX that has that bug because I remember playing another episode a long time ago that had the same issue on a level that mario alway go to the right.
