That's Lode Runner...
Lode Runner: The Legend Returns used to be my favorite (though it didn't have much competition; the only other one I knew of was The Incredible Machine), but now... I'm not sure. I don't tend to use level editors anymore since I can develop whole new games and that's usually more fun. But if I had to pick one, I suppose it would still be Scavenger (a Lode Runner clone I particularly like, though it doesn't provide an easy way to share levels you make). I like Alex the Allegator as a game better and that has a level editor, but it's more complicated and I don't really know how to use it.

FYI the greatest moment in that editor is can't save your best level :3
And if you put 2 enemies or less (or what called is it) in your level, the enemy(ies) will move fast :O
Oh I forgot to say Tank 1990 and SMBX/PGE :p

One of first level editors i played yeah not the best level editor but it was first level editor i played.

I'm just going to say Super Tux. I remember nosing around with the level editor back in the day, and now it's even more powerful! The level editor is also built into the application as well. Actually, since the game accepts community pull requests, you can even get your levels included in the basegame if they are of a high enough quality. I'm not sure how to share custom levels though.
Didn't say SMBX because that's cliche

Without mentioning SMBX, my favorites are Advance Wars, Mega Man Maker, Age of Empires II, Star Wars: Galactic Battlegrounds, Wargroove, and Mario Builder.

I wouldn't really compare the two. Mainly because SMBX is far more customizable than Mega Man Maker
