Right-click on NPC -> New NPC configuration
But that level file must be saved, not untitled.
And another ways which also allows access to NPC.txt editor:
1) Open menu "File -> New -> NPC Configuration", then choice a base NPC which you want to modify, then save file to folder where you want to have this NPC and to take custom graphic view
2) Just drag and drop any exist npc.txt file (or create empty) into the PGE Editor's window

Okay, a few minutes ago I read about how your rank changes from how many posts you create! I'll be more careful. So sorry. I already have the Koopa rank, and even I agree that I am posting too much! I should be at Shy Guy rank.

Does this NPC code editor still allows you to put decimal npcs? (I Mean't like, for example, 1.9 would be 19)

In the PGE Editor decimal value appears when your value in GUI is not equal to integer. Decimal value appears when you really have non-integer speed value. Other values are integers and booleans, and some extra PGE specific fields are may contain anything and there are takes no effect to SMBX, but may be useful while editing in PGE Editor (for example, grid size, grid offsets, name of NPC, etc.)

No,No, no.
I mean't, for example, If you put speed-1.7, It will accidentally say 17 instead of 1.7. Why does this happen in SMBX? Does decimal speed npcs crash??

In LunaLUA-SMBX - no, in legacy will crash if your region preferences has comma character as decimal separator. If you will have a dot for that - you will don't get a crash. So, that workarround needs for legacy SMBX build, but that fixed in LunaLUA-SMBX

I'll tell one: DROPBOX SUCKS!!! (when case you want have persistent public link. Google-Drive and Yandex.Disk are keeping that)
But don't worry, PGE Editor has embedded NPC.txt editor:
Image
(just drop npc.txt file or in your level click with right mouse button any NPC on the level and press "New NPC configuration" (or "Edit" if already created) to make npc config for this NPC). Or just File -> New -> NPC Configuration
More info here:
http://wohlsoft.ru/pgewiki/PGE_Editor#N ... ion_editor

Note: Extra values are takes no effect in SMBX, but very useful while you are using PGE Editor. For example, you can have customized grid aligning size of your NPC

Github is much better way to share releases if you have no persistent and stable hosting like at me. So, this is right place for releases ;-)

This tool doesn't add new NPCs, it makes NPC editing much easier. In order to edit NPCs you would normally have to create a text file by the same name as the NPC file and change some parameters. This program does all that work for you given whatever values you desire.

Isn't it a bit redundant though since PGE has it built-in?

It wasn't redundant at the time this program came out.
