I've wondered if SMBX2 Beta 4 is to have specialized power-ups like in 38A. Do you think that will happen? (I've also wondered what Q2 2018 means.)

The second Quarter of 2018. So, from anywhere between April and June 2018, they expect Beta 4 to be out.

I wonder if Beta 4 will have neat custom power-ups (Gold Flower, Propeller Mushroom, Tiny Mushroom, Penguin Suit, etc.); that would make Beta 4 even more interesting. Of course, they could always be programmed by LunaLua. What do you think? And second, could Sonic be a playable character in Beta 4, with all of Sonic's fantastic power-ups?

I'd appreciate it if you answered both questions.

Wouldn't we all.
Unfortunately, adding new powerups that act as actual powerup states and work across levels requires some additional ASM tech, and there are some bigger priorities on that front right now. More non-transient powerups could be a thing in the future, but don't expect to see it in Beta 4.

Sonic is too reliant on physics in his own games to work properly in smbx, I believe.

Just to elaborate on the Sonic thing: Sonic has a very different physics system and to implement it would require a complete rewrite of player's physics right from the ground up, which very few people could actually do well.

There are also scripts for power-ups done, we just need those extra slots 0x was talking about. (There's currently megashroom in Beta4, as well as scripts, not in Beta4 but completed, to some reasonable extent, for propeller shroom, blue shell, cape flower, gold flower, frog suit?, and cloud flower)

I don't understand. Why is it harder to implement new power-ups than NPCs? Is it because power-ups were built into the source-code of 1.3 and is currently inaccessible?

There are a limited number of "slots" for everything in the game. For NPCs, we've managed to expand the number of available slots, but we cannot yet do that for powerups.
