Did you even look? All the links about the download are under "Download editor", also there is a link for the lastest version in Wohlstand's site.

SuperMario12345, PGE Engine and PGE Editor are both in the same download "PGE". You need a links "Download Online Installer of PGE for Windows x86/x64" to have online installer (overwrite your exist installation of PGE to have updated version), or *.ZIP file of "Download PGE 0.3.0.3 for Windows x86/x64", anyway, I will change PGE version number: be sure than PGE Editor 0.3.1.1, PGE Engine 0.2.2 but PGE without additional words means set of applications include editor, engine additional tools. But I will remove version number from a title because while developement of PGE is not finished, I made direct links to laboratory versions.

To test the power of PGE, when its all finished could you hypothetically create a game exactly like Mushroom Kingdom Fusion?

It should eventually be almost more than possible to do that. PGE will be extremely flexible when it comes to NPCs, events etc in the SMBXtended config. Adding new types of items and players will also be possible
