I went to ini_examples and changed the title.gif using paint.net but it's still showing me SMBX....

ini_examples isn't even present in more recent releases of SMBX2 anymore. The hardcoded graphics have always been stored in graphics/hardcoded anyway and can be overwritten on a per-episode basis just like how you would do any custom graphic.
If you change any default assets you will be met with an abundance of sighs and displeasure.
Ideas are useless if you can't make them real.
All my assets from packs and episodes are free to use for non-Novaverse levels and projects, as long as proper credit is given.

Can you remove the jumping NPCs in the intro? its annoying. How would this be done

Are you actually playing SMBX2? You don't even see the "intro" any more because of how the launcher works. And even if you navigate back to it from within the game, they're not present any more as we simplified the title screen.

Then remove them

No, I'm not playing with you, once you see an enemy, you should use the Eraser, then save the level once all the enemies you want to remove are removed. Quickest way to get them out of the way
