why is this happening ?

I have noticed that EVERY avatar that contains anime is going blirry and getting this weird TV-static effect
who? where? when? why? how?

It's just another small trend for some reason (like the HenryRichard hole except that's still massive). There's nothing wrong with your eyesight or your computer--and it's only a few anime avatars; not all of them. As far as I know it's just Enjl and Marina.
