Tanooki Icon

Sometimes, when I am going to edit my post I see the Tanooki icon instead of "EDIT" and "x". My question is, when does this tanooki icon appears?

It should always be there, it contains a drop-down menu with all the posting buttons.

The Tanooki icon displays instead of the buttons depending on how small your screen is (in terms of pixels).
