No it's not, a hack is basically a fangame. Fans make their own version of the game.

Newer Super Mario Bros. Wii is a pretty cool hack. All original level design and themes, custom world map, and much better difficulty progression compared to the original game.

i used to play super mario unimaker, and super mario flash, and super mario flash 2, and that fan made game (super mario 63), and super mario forever (thats a lot),mari0,i used to play sonic games like Sonic world (the fan-made game) *yeah that's it*

Pokemon Clover is the only other rom hack I played. Despite it's references to multiple memes that some may find offensive, the game itself is actually a fun challenge. It also punishes you if you use cheat codes.

tbh it's a stretch but i sometimes played randomized pokemon games
i also enjoyed some touhou fangames as well as some other romhacks (smw romhacks are fun imo)
meganmaker was also a big one i played but i haven't really touched much else as of late (no interest in my PC rn plus celeste takes much of my attention)
