Could you lock the camera into one place on the world map?

Is it possible to lock the camera into one place on the world map, even if the player moves around? If it is, how? I'm using 1.4.4.

Yes it is possible.
Just go to Areas>Set Viewport>choose your width/height>place it on the map and if the player walks in the square, the viewport will trigger.
