Am I allowed to create a contest on the forum thread of my project to promote it?

Theoretically yes but I wouldn't expect too much success from it.

Okay, I'm also not expecting a lot of people to participate anyway. It was just something for fun.

Just be sure you have an audience for it though, otherwise it may be left in the dust.
