Can someone explain me what's the "Layer is empty" setting in the NPC properties?

it's an event that triggers when there isn't a single npc left in the given layer. if you want a clear demonstration, try using a collectible npc like a coin and placing it on a separate layer with other collectibles and observe how it functions.
